Understanding the Data
What These Numbers Mean for Section 3
HUD income limits determine eligibility for Section 3 hiring requirements on federally-funded construction projects.
Section 3 Worker
A worker whose income is at or below 80% AMI (the Low Income threshold) qualifies as a Section 3 worker.
Projects must demonstrate that 25% of total labor hours are performed by Section 3 workers.
Targeted Section 3 Worker
A worker whose income is at or below 50% AMI (the Very Low Income threshold) is eligible for Section 3 and meets the income threshold for Targeted Section 3. Additional qualifiers — such as living within 1 mile of the project or YouthBuild participation — are also required for full Targeted Section 3 status.
Projects must prioritize employment of Targeted Section 3 workers, with 5% of labor hours required.
The 5-year lookback rule allows workers to qualify based on income at hire or any point in the past 5 years.
